In spite of having the capacity to become a model tourism area at the national and international level, Sari has various basic obstacles to achieve this goal. The present research is practical in terms of purpose and descriptive-analytical and field in nature The study population included citizens, experts, and specialists in the field of tourism in Sari. The data collection tool in this research was a questionnaire distributed among citizens, experts, and stakeholders in the field of tourism. Fuzzy Dimetal method has been used for data analysis Also, MAXQDA and SPSS software were used for data analysis in this research. Thus, in order to achieve sustainable tourism in Sari based on regional development, the present study proposes a model in which the collaborative process of several stakeholders is used. Since many studies have not been done in the direction of stakeholder participation for sustainable tourism, a framework can be designed using case study evidence to support the implementation and management process for sustainable tourism. This multi-stakeholder implementation management framework was developed to “[respond] to the request of destination management organizations for effective stakeholder engagement in [sustainable tourism] implementation” and provides a place to address key issues related to stakeholders while systematically engaging stakeholders.
