Explaining good urban governance scenarios in Aras Free Zone with a future study approach

Abstract

Aras Free Zone, as the gateway to northwestern Iran, faces many challenges in the field of resource management. Therefore, in order to solve the challenges facing the region, it is necessary to use new approaches with a view to the future in the field of management, such as the approach of good urban governance. The main purpose of this research is to identify the vital driving forces in the state of good urban governance and to present scenarios of good urban governance in the free zone of Aras. In terms of purpose, the research is part of applied research, and in terms of method, part of descriptive-analytical research, based on common future research methods, including Delphi method, cross-effects analysis, and scenario writing. The results of the research show that among the 60 effective factors, 21 indicators were discovered as vital drivers, and scenario writing was done using these indicators, and finally, 7 scenarios with high compatibility were selected as possible future scenarios. Among the key factors, indicators of development infrastructure provision, continuous presence of inspection and judicial institutions, and landscape drawing have the highest score with a score of 15, and these three mentioned indicators are the most desirable. Among the indicators, the worst crisis situation is related to the indicators of citizens' and officials' trust in each other and attracting social participation with a score of -17. In a summary, it can be said that the overall outcome of the scenarios is positive and the overall realization of the scenarios is 16%, which means that the system is moving towards stability, but it is far from being fully optimal.
