The role of city development strategies in organizing informal settlements by integrated models of ANP and SWOT (case study: Bahar town of Shiraz)

Abstract

         Informal settlement is a manifestation of growing process of spatial disparities in urban districts, which is the result of rapid and imbalanced growth of towns leading to adverse implication for economic, social and frame consequences. Urban development strategies are new and effective viewpoints for improving the planning process of the informal settlements.The most important purpose of this research is to study the conditions and problems of informal settlements of Bahar town in Shiraz. It has SDS approach to organize their conditions. By considering physical, social-economic, environmental indices and having basic services, this research analyses the informal settlements in Bahar town. This aim of this applied research with compound methodology (scaling and descriptive-analytical) refers to  study the role of urban development strategies in organizing informal settlements by combining SWOT and ANP models in Bahar town of Shiraz. Statistical society of this research is professionals and managers in Shiraz. The sample size was 100 respondents identified through multi-stage sampling. Research questionnaires were completed. Then, using network analysis and multi-criteria decision-making software (Super Decisons) for obtaining the weights of each strategy related to organize housing in informal settlements of Bahar town. All criteria were specified by attention to the purpose of improving the settler’s situations. The results show that the main part of informal settlement of Bahar town arises from rural-urban migrations which have poor sense of citizenship. Three strategies were considered for overcoming this informal settlement (Bahar town in Shiraz): the superior strategy is creating job for residents, improving the quality of materials and constructions with the importance of %22/86, the second strategy is good local governance with the importance of %18/1, and the third strategy is improving and increasing the quality of services with the importance of %12.
