ظرفیت‌سنجی توسعه‌ی پایدار شهری و پس‌کرانه‌های آن بر اساس معیارهای پدافند غیرعامل (مطالعه موردی: منطقه‌ی لواسانات)

چکیده

امروزه مفهوم توسعه‌ی پایدار شامل فرایندی است که ارتقای شاخص‌های مختلف اقتصادی، اجتماعی، کالبدی-زیست‌محیطی و فناوری با تأکید بر رویکرد آینده‌نگری را موجب می‌گردد. از طرفی پیش‌نیاز دست‌یابی به توسعه‌ی پایدار یک منطقه و آسایش شهروندان تحقق شاخص‌های امنیت می‌باشد که در این راستا رویکرد پدافند غیرعامل به‌عنوان یکی از مهمترین الگوهای دست‌یابی به امنیت و به تبع آن تحقق توسعه‌ی پایدار محسوب می‌گردد. با توجه به اهمیت امنیت و نقش آن در توسعه‌ی پایدار، هدف از تحقیق حاضر ظرفیت‌سنجی توسعه‌ی پایدار منطقه‌ی لواسانات بر اساس معیارهای پدافند غیرعامل می‌باشد. روش تحقیق مطالعه‌ی حاضر از نظر هدف کاربردی و از نظر ماهیت توصیفی- تحلیلی بوده که به‌منظور تجزیه و تحلیل داده‌ها از مدل تحلیل عاملی Q و آزمون آماری T تک نمونه‌ای استفاده شده است. جامعه‌ی آماری تحقیق نیز شامل مسئولان، مدیران و کارشناسان حوزه‌ی پدافند غیرعامل منطقه‌ی لواسانات و ساکنان این منطقه می‌باشد که حجم نمونه‌ی گروه اول 100 نفر بر اساس روش دلفی و حجم نمونه‌ی ساکنان 384 نفر بر اساس روش کوکران تعیین شده است. یافته‌های تحقیق نشان می‌دهد که منطقه‌ی مورد مطالعه از منظر توسعه‌ی پایدار بر مبنای رویکرد پدافند غیرعامل دارای کاستی‌های اساسی در ابعاد مختلف زیست‌محیطی، اجتماعی- فرهنگی، اقتصادی، کالبدی، دسترسی و مدیریتی می‌باشد. در این راستا بر اساس مدل کیو سه الگوی مدیریت سیستمی و یکپارچه، حفاظت از محیط‌زیست و تأکید بر الگوی بومی-سنتی و برنامه‌ریزی اقتصادی و اجتماعی به‌منظور تحقق توسعه‌ی پایدار منطقه بر مبنای رویکرد پدافند غیرعامل پیشنهاد گردیده است که به ترتیب مقدار ویژه‌ی آنها 714/3، 285/2 و 649/1 می‌باشد.

Nowadays, the concept of sustainable development includes a process that promotes various economic, social, physical-environmental and technological indicators with an emphasis on the future research approach. On the other hand, the prerequisite for achieving sustainable development of a region and the comfort of citizens is the realization of security indicators, in this regard, passive defense approach is one of the most important models of achieving security and, consequently, the realization of sustainable development. Given the importance of security and its role in sustainable development, the purpose of this study is to assess the capacity of sustainable development in Lavasanat region based on passive defense criteria. The research method of the present study was applied in terms of purpose and descriptive-analytical in nature, which in order to analyze the data, Q factor analysis model and one-sample t-test were used. The statistical population of the study also includes officials, managers and experts in the field of passive defense of Lavasanat region and its residents. The sample size of the first group of 100 people was determined based on the Delphi method and the sample size of 384 residents was determined based on the Cochran method. Findings show that the study area from the perspective of sustainable development based on the passive defense approach has major shortcomings in various environmental, social-caltural, economic, physical, access and management dimensions. In this regard, based on the Q model, has been proposed three patterns of systematic and integrated management, environmental protection and emphasis on indigenous-traditional pattern and economic and social planning in order to achieve sustainable development of the region based on passive defense approach, which their specific values are 3.714, 2.285 and 1.649, respectively.
