تحلیلی بر توزیع خدمات فرهنگی در شهرستان‌های استان قزوین

چکیده

     توسعه متعادل و هماهنگ مناطق یک پیش‌نیاز بسیار مهم برای حصول پایداری و پیشرفت یکپارچه کشور به شمار می‌رود. در حقیقت توزیع مناسب و بهینه امکانات در میان مناطق، یکی از مهم‌ترین عوامل جلوگیری از نابرابری‌ها و شکاف توسعه و توزیع فضایی مناسب جمعیت در پهنه سرزمین است. بخش فرهنگ یکی از ارکان اصلی توسعه محسوب می‌شود که می‌تواند با تأمین نیازهای مادی و معنوی انسان‌ها سبب ارتقای کیفیت زندگی شود. هدف از تحقیق حاضر بررسی و تحلیل میزان توسعه‌یافتگی شهرستان‌های استان قزوین در امکانات فرهنگی است. روش تحقیق در این بررسی توصیفی- تحلیلی بوده و جهت تعیین درجه توسعه‌یافتگی شهرستان‌ها، از تکنیک‌های ویکور، تاپسیس و پرامیتی استفاده‌شده است. همچنین با استفاده از روش تحلیل خوشه‌ای، شهرستان‌های استان از نظر سطح توسعه‌یافتگی، در ۳ گروه همگن طبقه‌بندی شدند. در این راستا برای تجزیه‌و تحلیل داده‌ها، از نرم‌افزارهای SPSS، Excel و برای ترسیم نقشه‌های سطوح برخورداری شهرستان‌ها از نرم‌افزارARC GIS10  استفاده‌شده است. بر اساس نتایج تحقیق شهرستان قزوین به‌عنوان برخوردار‌ترین شهرستان از لحاظ توزیع تسهیلات فرهنگی و شهرستان البرز در گروه نیمه برخوردار قرار دارند و سایر شهرستان‌های استان در گروه محروم شناخته ‌شده‌اند. در نهایت با استفاده از شاخص ضریب پراکندگی میزان توزیع نامتعادل شاخص‌های منتخب پژوهش مورد ارزیابی قرار گرفت و بر این اساس بیشترین نابرابری در رابطه با خدمات فرهنگی به ترتیب مربوط به تعداد مساجد و حسینیه‌ها و تعداد کانون‌های فکری و پرورشی کودکان و کمترین نابرابری به ترتیب مربوط به تعداد مراکز روزنامه سراسری و تعداد سینما در سطح شهر می‌باشد. با توجه به نتایج پژوهش، با فاصله گرفتن از مرکز استان به ترتیب شهرستان‌ها، بر میزان محرومیت ازلحاظ امکانات فرهنگی افزوده می‌شود.

An Analysis of Cultural Facility Distribution in the Cities of Qazvin Province

چکیده [English]

A balanced and coordinated development of regions is an extremely important prerequisite for achieving a sustainable and uniformed progress of the country. In fact, proper and optimum distribution of facilities among different regions is among the most important factors preventing inequalities and development gap and leads to proper spatial distribution of population across the country. Culture is considered one of the main elements of development, which can improve the quality of life by satisfying the spiritual and material needs of human beings. The main goal of this research was to analyze the development level of the cities in Qazvin province regarding cultural facilities. A descriptive-analytical approach was used in this research. In order to determine the level of development in the cities, the PROMETHEE, VIKOR, and TOPSIS techniques were utilized. In addition, based on their development level, the cities were classified into three homogenous groups using cluster analysis method. The data was analyzed by SPSS and Excel software and land use maps were drawn using ARC GIS10 software. The results indicated that Qazvin and Alborz were the most privileged and semi-privileged cities of the province regarding the distribution of cultural facilities, respectively, while all other cities fell under the disadvantaged group. Finally, dispersion coefficient index was used to analyze the unbalanced distribution of the selected cultural indicators. The obtained results showed that mosques, hussainias, and institutes for the intellectual development of children had the highest unequal distribution and newsstands and movie theaters had the lowest unequal distribution. The results also indicated that the farther the cities from the capital of the province, the more deprived they were.
