سنجش شاخص های حمل و نقل پایدار با رویکرد زیست محیطی (نمونه مورد مطالعه: شهر ساری)

چکیده

یکی از نیازهای مهم کشورها در فرایند حمل و نقل، ایجاد سیستم حمل و نقل پایدار، کامل، منظم می‌باشد که در این میان نقش عامل زیست محیطی، بنا به عدم منفعت‌های سوداگرانه کمتر مورد توجه بوده است. از طرفی حمل و نقل پایدار در پی یافتن کاراترین راه برای هرگونه جابجایی است که با بهینه‌سازی انرژی همراه بوده و بر آن است تا از آثار سوء زیست محیطی بکاهد. هدف از این پژوهش نیز سنجش شاخص‌های حمل‌ونقل پایدار در شهر ساری با تاکید بر محیط زیست است. روش پژوهش از حیث هدف کاربردی و به لحاظ روش توصیفی- تحلیلی است. جامعه آماری پژوهش حاضر به تعداد 170 نفر از کارشناسان برنامه‌ریزی شهری، حمل‌ونقل و محیط زیست در شهر ساری بوده که حجم نمونه به صورت گلوله برفی هدفمند از میان جامعه آماری انتخاب شده و پرسشنامه میان حجم نمونه به تعداد 50 نفر توزیع شد. اطلاعات از طریق ابزار مشاهده، مصاحبه و پرسشنامه جمع‌آوری شده و برای تجزیه و تحلیل از تکنیک‌های کمی و کیفی در نرم‌افزار SPSS همانند آزمون تی تک نمونه‌ای، آزمون همبستگی پیرسون و تحلیل عاملی استفاده شده است و نتایج آن به صورت کمی و کیفی ارائه گردیده است. پس از شاخص‌سازی، این شاخص‌ها با استفاده از تحلیل عاملی مورد ارزیابی و اولویت‌بندی قرار گرفت و هر کدام از آنها تحلیل شده‌اند. در نهایت نیز مشخص شد که جهت ایجاد پایداری در حمل‌ونقل شهر ساری لازم است توجه مسئولین (در مقیاس‌های کلان و محلی و شهری) به تهیه طرح‌هایی که هم‌راستا با حمل‌ونقل پایدار باشد و اثر تخریبی توسعه حمل‌ونقل با ایجاد فضای سبز جدید در شهر ساری متعادل-سازی گردد.

چکیده [English]

One of the important needs of countries in the transportation process is to create a sustainable, complete, orderly transportation system, in which the role of the environmental factor has been less considered due to the lack of commercial benefits. On the other hand, sustainable transportation seeks to find the most efficient way for any movement that is accompanied by energy optimization and aims to reduce the effects of environmental degradation. The purpose of this study is to assess the indicators of sustainable transportation in Sari with emphasis on the environment. The research method is applied in terms of purpose and descriptive-analytical in terms of method. The statistical population of the present study was 170 urban planning, transportation and environment experts in Sari. The sample size was selected as a purposeful snowball from the statistical population and a questionnaire was distributed among the sample size to 50 people. Data were collected through observation, interview and questionnaire and quantitative and qualitative techniques were used for analysis in SPSS software such as sample t-test, Pearson correlation test and factor analysis and its results. It is presented quantitatively and qualitatively. After indexing, these indicators were evaluated and prioritized using factor analysis and each of them was analyzed. Finally, it was found that in order to create stability in the transportation of Sari city, it is necessary for the authorities (on a large, local and urban scale) to prepare plans that are in line with sustainable transportation and the destructive effect of transportation development. To be balanced by creating a new green space in the city of Sari.

Introduction
Transportation planning is one of the topics that its application in the field of geography in particular and urban and regional planning in particular does not take much time and transportation and traffic system as a part of it. Urban activities express the dynamism and vitality of an urban complex, without a doubt, a city cannot be made alive and dynamic without movement. Planning according to the economic and social conditions of large cities, any proper planning and investment in the direction of developing, improving and strengthening the transportation system will have a significant effect on their performance, and in the proper functioning of this system and increasing its efficiency in addition to this For more satisfaction, the complications caused by the traffic load in the network will be reduced.
 
Methodology
The research method is applied in terms of purpose and descriptive-analytical in terms of method. The statistical population of the current research is 170 urban planning, transportation and environmental experts in Sari city, and the sample size is selected as a targeted snowball from among the statistical population, and the questionnaire is distributed among the sample size of 50 people. to be Information is collected through observation tools and questionnaires. For analysis, quantitative and qualitative techniques are used in SPSS software such as one-sample t-test, Pearson correlation test and factor analysis. In this regard, the sustainability situation of Sari in terms of transportation has been investigated and the results were presented quantitatively and qualitatively. On the other hand, after indexing in the direction of sustainable transportation, the indicators were evaluated and prioritized using factor analysis, and each of them was analyzed in Sari.
 
Results and Discussion
The results are presented quantitatively and qualitatively. After indexing, these indicators were evaluated and prioritized using factor analysis, and each of them was analyzed. Finally, it was found that in order to create stability in the transportation of Sari city, it is necessary for the officials to pay attention (at macro, local and urban scales) to preparing plans that are in line with sustainable transportation and the destructive effect of transportation development. It should be balanced by creating a new green space in Sari.
 
Conclusion
The theoretical results of the current research are that Brari et al. (2017) have shown in their research that the economic sustainability index has the main priority compared to other indices for the establishment of sustainable transportation in Sari city. At the end, by introducing the ASI strategy and during the process of interviewing the officials in the field of transportation, placing non-motorized transportation at the top of comprehensive transportation plans, allocating more street capacity to various types of clean and universal transportation systems, and encouraging investment in the sector. Private sector in the development of public transport has been proposed as the most important factor in the creation and expansion of green transport in Sari city. Feni et al. (2015) also concluded in their research that in Velanjak neighborhood, the environmental index of transportation is in a more favorable condition and the social index is in an unfavorable condition. This is despite the fact that the level of socio-economic sustainability of transportation in Tajrish neighborhood is higher, but it is in an unfavorable situation from an environmental point of view. Tagvai and Sajjadi (2015) also showed in their research that the condition of sustainable transportation in Isfahan has been declining. The growth of the composite index of environmental effects of transportation has been in a negative direction. The results of the previous research in terms of subject, research method and findings are in line with the current research and confirm the results of the current research.
