Required data is obtained from statistical yearbook of 2016 in five mentioned provinces. In the present research, ranking and rating of provinces are performed by using Shannon entropy method for weighing and COPRA'S model by using 42 criteria of health. The results show that development coefficient is variable from 42.72 to 90. The province of Hamedan with the score of 100 and Lorestan with the score of 96.47 are respectively located in the first and second rank, and they are respectively considered as developed and relatively developed provinces.
